When Your Coverage Ends

In most cases, your LAwell benefits will terminate on the date listed to be your end of employment in Workday.  Example: If layoff is effective in Workday on August 1, 2025, then benefits will end at 11:59 pm on August 1st.

Important Notes for Employees

  • *Processing time varies and may affect the appearance of coverage in outside (non-City) systems. In many cases, provider systems (e.g. medical, dental, etc.) will not be updated timely. Employees will be financially responsible for any services they or their dependents seek after their effective employment termination date.
  • Being laid off qualifies as a Life Event:
    • You may be able to enroll in a spouse’s, domestic partner’s, or parent’s health plan. Contact their HR/benefits department right away.
    • This also qualifies as a life event under the healthcare marketplace. Apply at CoveredCA.com to see if you qualify for state/federal subsidized health care, including Medi-Cal/Medicaid.
  • COBRA Enrollment:
    • Coverage is retroactive to your last day
    • You typically have 60 days to elect coverage after receiving your COBRA packet
  • EFAP Support available until Month-End: Services include mental health counseling, financial advice, and legal referrals

COBRA Continuation and Cost

COBRA allows you to continue your medical, dental, and vision benefits after your employment ends, at full cost.

It typically takes 2–4 weeks for your COBRA packet to be mailed to the address listed in Workday (the City’s payroll system) after the Employee Benefits Division receives notice of your qualifying event.

Forms cannot be provided early, as your benefits must be officially terminated before COBRA paperwork can be processed.

Alternatively, you may qualify for state-subsidized health coverage through Covered California.

Final Pay & Accrued Leave

Your employing department, in cooperation with the Office of the City Controller/Workday, is responsible for processing your final paychecks and payouts of accumulated balances.  Please contact your department HR/Payroll regarding your paychecks.
